Executive note: The most practical distinction between Horizon Europe and Digital Europe is this: Horizon mainly finances research and innovation, while DIGITAL finances the building, deployment and adoption of digital capacity.

The Digital Europe Programme (DIGITAL) was designed to accelerate the deployment across Europe of artificial intelligence, data, cyber security, advanced digital skills and digital infrastructure. The 2025–2027 work programme allocated resources of the order of €1,3 billion to critical digital technologies, and the work programme picked up updates in 2026 as well. Türkiye is among the countries associated to the programme; the scope of participation should be checked against the call and the specific objective.

Which themes stand out in 2026?

The Commission's current DIGITAL work programme pages show calls in 2026 under headings such as AI/data and advanced digital skills. The focus of the programme is usually not the research laboratory but widening the use of existing or mature digital technologies, building European capacity and connecting ecosystems to one another.

A checklist for applicants from Türkiye

  1. Read the “eligible countries” and programme association conditions of the call.
  2. Confirm that Türkiye participates under the relevant Specific Objective.
  3. Check the consortium minimums and the conditions on the coordinator.
  4. Classify the activity correctly as either R&D or deployment.
  5. Model the co-financing and the running cost after the project ends.

Why does the financial model matter?

On digital infrastructure projects a grant may cover only part of the total lifecycle cost. The business plan has to be clear about how cloud, licence, cyber security, data management, staffing and maintenance costs will be funded once the project is over. A model in which “the service ends when the grant ends” does not create lasting impact.

In assessing Digital Europe opportunities, focus on the logic of the programme rather than on technology buzzwords. If the company will deploy an existing digital solution at European scale, build capacity or become part of a defined ecosystem, DIGITAL can be a strong fit.

How is a deployment project measured?

In a Digital Europe application, success is not measured by the technology developed alone. Indicators such as how many institutions use the system, how many users or specialists have been trained, how much data or capacity has been made accessible, and replication and interoperability across different countries can matter more. The KPI set should reflect the logic of deployment.

The sustainability plan

The application should explain who will keep the infrastructure or service running once EU funding ends, and on what revenue or budget model. Whether membership fees, service charges, public budget, licensing, joint operation or a hybrid model is realistic should be considered at the outset.

A sample project logic for finance and regtech

Consider an infrastructure that shares regulatory compliance data between institutions securely and in a standard form. A strong project does not simply build an AI model; it designs data semantics, identity and access, auditability, user institution processes, regulatory requirements, pilot countries and post-deployment governance together.

Every topic is different; but in deployment-focused programmes, putting the real user at the centre of the design rather than adding them later makes the application far more credible.
